Obama-Appointed Judge Christopher Cooper Hit with Misconduct Complaint Over Anti-Trump Ties

U.S. District Judge Christopher Cooper, an Obama appointee, is now facing a significant judicial misconduct complaint. A conservative watchdog group alleges Judge Cooper should have recused himself from a high-profile lawsuit concerning President Donald Trump’s efforts to rename the Kennedy Center, citing his wife’s extensive professional ties to \”anti-Trump\” clients. This exclusive report details the growing controversy surrounding Judge Cooper’s impartiality and potential conflicts of interest.

The Center to Advance Security in America (CASA) filed the complaint with the U.S. Court of Appeals for the District of Columbia Circuit on Wednesday. CASA contends that Judge Cooper’s wife, Amy Jeffress, has a history of representing individuals and entities described as \”anti-Trump,\” creating a clear conflict of interest. The complaint highlights potential significant financial and professional interests that should have prompted Cooper to disclose these ties or recuse himself from the case. In May, Judge Cooper notably ruled against Trump, permanently blocking the renaming of the Kennedy Center after Rep. Joyce Beatty, D-Ohio, filed the initial lawsuit.

This formal complaint follows weeks of criticism, including direct slams from President Trump himself, who pointed to Judge Cooper’s \”conflict of interest.\” CASA Director of Research and Policy Curtis Schube emphasized Amy Jeffress’s extensive background, noting she is a \”longtime Democrat activist and attorney,\” former counsel to the January 6th committee, and currently serves as former President Joe Biden’s personal lawyer, actively representing him in ongoing litigation against Trump’s Justice Department. Schube stated, \”There was a clear need for Cooper to recuse himself from this matter, or at the very least disclose these conflicts. By doing neither, Cooper caused — at the very least — an appearance of impropriety, which warrants a full investigation.\”

While the complaint does not challenge Judge Cooper’s May ruling itself, it strongly argues that his continued involvement in the case raises serious questions about his ability to remain impartial under the federal judiciary’s Code of Conduct. CASA expressed deep concern, stating, \”We are deeply concerned with the fact that a sitting federal judge did not recuse himself, and adjudicated to disposition, a case from which he and his spouse financially benefit.\” The conservative watchdog group further suggested that a \”large portion of his wife’s business model appears to rely on handling litigation that is anti-Trump in nature.\”

Specifically, CASA alleges Judge Cooper violated multiple canons of judicial ethics. Canon 1 mandates that a judge uphold the integrity and independence of the judiciary, which CASA claims is compromised when \”Judge Cooper, presumably, goes home every night to his wife whose career is predicated on suing President Trump.\” Furthermore, Cooper is accused of violating Canon 2, which requires judges to avoid any appearance of impropriety, especially when spousal relationships could influence judicial conduct or hamper public confidence. The complaint also cites Canon 3, requiring judges to remain fair and impartial, arguing that his wife’s interests reasonably raise questions about that impartiality.

The complaint concludes by urging the D.C. Circuit to conduct a thorough investigation into Judge Cooper’s conduct and determine if disciplinary action is warranted. Appointed by President Barack Obama in 2014, Judge Cooper has served on the U.S. District Court for the District of Columbia since. This isn’t the first time Cooper has faced conflict of interest allegations; he previously drew scrutiny during Special Counsel John Durham’s prosecution of Michael Sussmann, part of the broader probe into the debunked Trump-Russia collusion theory. Critics then argued he should have recused himself due to his wife, Amy Jeffress, representing former FBI lawyer Lisa Page, a key figure tied to the FBI’s Crossfire Hurricane investigation. Fox News Digital has reached out to Judge Cooper and Ms. Jeffress for comment regarding these serious allegations.
